is one of the pioneering training institutions in the country and presently one of the twelve (12) TESDA Technology Institutions (TTIs) operating in the Central Luzon Region since it was established on May 25, 1977. It is one of the two Regional Training Centers in Central Luzon along with the RTC-Mariveles. 

IIts buildings and training facilities are situated on a 2.5-hectare lot donated by the Provincial Government of Bulacan to the then National Manpower and Youth Council (NMYC) of the Department of Labor and Employment (DOLE). The construction of buildings was carried out through a loan from the International Bank for Rural Development made through the Educational Projects Implementing Task Force of the then Department of Education, Culture and Sports. It was completed on October 31, 1976, and inaugurated on May 25, 1977, by Ms. Imee R. Marcos, then Chairman of the Kabataang Barangay.

The institution started as the Regional Manpower Training Center (RMTC) under the NMYC of DOLE. With the establishment of the Technical Education and Skills Development Authority (TESDA) in 1994, RMTC evolved into the Regional Technical Education and Skills Development Center (RTESDC). By 2000, it transformed into the Regional Training Center-Guiguinto, and by the year 2015 up to the present, it has expanded into the Regional Training Center Central Luzon-Guiguinto while continuing to uphold TESDA’s mission.
